Brief history of the settlement expansion at Winchburgh:

PAST

1992
Finalised Lothian Region Structure Plan includes Winchburgh as long-term new settlement.

1997
Approved Lothian Region Structure Plan retains possibility of Winchburgh becoming a new settlement but removes commitment.

1998
The Winchburgh Development Initiative forms to promote the village with development as the catalyst to bring back lost facilities.

1999
The Winchburgh Development Initiative make representations to the new consultative draft West Lothian Local Plan, pointing out the advantages of significant development at Winchburgh. An early Master Plan shows how a major expansion of the village including canal-side development, a new motorway junction and eventual reclamation of the Claypit and Niddry Castle Bing could transform Winchburgh and ensure that the lost services and facilities would be brought back.

December 2001
Draft Edinburgh and Lothians Structure Plan is published but excludes Winchburgh.

December 2001
2020 Vision West Lothian Council publish consultative document with range of possible locations to meet strategic needs, now includes Winchburgh/East Broxburn as possible location with new motorway junction and replaced rail station, new school, etc.

March 2003
Finalised Edinburgh and Lothians Structure Plan now shows Winchburgh/East Broxburn/Uphall as Core Development Area.

February 2004
CALA Homes (East) Limited take the opportunity to lead the proposed development at Winchburgh in 2004 along with the landowners, who have been promoting the project through the Winchburgh Development Initiative.

April 2004
West Lothian Council publish their Preferred Development Option for Winchburgh and East Broxburn.

June 2004
Scottish Ministers approve the Edinburgh and Lothians Structure Plan which confirms Winchburgh/East Broxburn/Uphall Core Development Area.

July 2004
The Winchburgh Development Initiative submit response to the West Lothian Council report "A Preferred Development Strategy for Consultation".

November 2004
West Lothian Council approve the finalised West Lothian Local Plan Chapter on "New and Expanded Communities within Core Development Areas".

February 2005
The Winchburgh Development Initiative is invited to the Winchburgh Community Council public meetings and run two workshops to engage the community.

April 2005
West Lothian Council approve Finalised Local Plan for consultation.

May 2005
Draft Master Plan exhibition and community workshop held in Winchburgh.

May to July 2005
West Lothian put Finalised Local Plan "on-deposit" to allow people to comment on their plan.

August 2005
Winchburgh Development Initiative submit outline planning application supported by Master Plan, Transport Assessment and Environmental Statement.

August 2006 – Ongoing
West Lothian Council hold Local Plan Inquiry.

November 2006
Auldcathie Landfill Application to be submitted.

FUTURE

2007/2008
Development is anticipated to begin.
